78: Clause 10, page 6, line 33, at end insert—
““( ) A refusal under subsection (2) may only be made on the grounds that—
(a) the petition would not be a valid petition, or
(b) the wording is offensive or contravenes an enactment, or calls for anything that is unlawful.””
