Amendment 5 5: Clause 1, page 1, line 10, at end insert— ““(ba) the democratic and decision-making arrangements of partnerships and other bodies in which the authority takes part and to which it has voluntarily devolved functions or in which it voluntarily shares functions with other participating bodies;””
