It does; my right hon. Friend is quite right. Does the right hon. Gentleman not accept that over the past 20 years, the Human Fertilisation and Embryology Authority—the regulatory authority in question—has controlled this complex and often fast-moving scientific area, ensured public confidence and become the envy of the world? Is he seriously saying to the House that it is prepared to throw that reputation away?
