My hon. Friend says that scientists and clinicians must be equipped with the tools they need. Surely the tools they need include clear, solid legislation, so amendments that identify loopholes in this proposed legislation should be addressed. That is part of the process of us providing them with the tools. They are getting all the tools that the Government want them to get; it is just that some of them are shoddy and not fit for purpose, and we are trying to make sure that they are precision tools designed to reflect the will of Parliament.
