Immigration Controls

Proceeding contribution from Lord Field of Birkenhead (Labour) in the House of Commons on Tuesday, 21 October 2008. It occurred during Opposition day on Immigration Controls.
I want to finish now, if I may. However, it is important that we in the House begin to think of a two-part points system: points to come here, so that people come here only because there are vacancies that cannot be filled by people who are already here, and then points to earn citizenship. If we can send out the message that we are going to break the link between the needs of the economy and growing the population through immigration, this debate that the Opposition have called will have been well worth while.
