I am grateful to my noble friend the Minister for her response. I take great comfort for her statement that it is essential that an NPS is reflected throughout the planning system and I shall study what she said with great interest. My only concern was raised also by the noble Lord, Lord Bradshaw: will local authorities always take notice of it? The Minister said that she wanted local authorities to have greater space for innovation, but greater space to perform a nimby act is another worry. However, on the whole, I feel comforted and beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
