When Sir Humphrey used such terminology in ““Yes Minister””, it was normally to dissuade his Minister from making that decision. Is the right hon. Gentleman certain that he has made the right decision? If 18,543 cattle were culled last year and he says that he will keep the decision under consideration, how many cattle will need to be culled before he revisits it?
