With this it will be convenient to discuss new clause 18— Tax simplification— ‘(1) The Treasury shall publish each year, not later than the Pre-Budget Report, its proposals for the simplification of the tax code of the United Kingdom. (2) A copy of the proposals must be laid before the House of Commons. (3) Standing orders may make provision for the scrutiny of the proposals.’.
