My Lords, I wonder whether the Minister can help me. As I read it, Part 5, like the rest of the order, is in gender-neutral terms. Yet at page 22 of the Explanatory Memorandum, it is stated: "““The reference to ‘sexual services’ would cover someone who controls the activities of a number of women in prostitution””."
Am I reading the order wrongly, or is the Explanatory Memorandum slightly misleading?
