It is distant, but that does not mean, as the hon. Gentleman previously inferred, that Ministers have shirked responsibility. Yes, a greater distance is involved and the commissioners running the NDPB have greater autonomy than senior officials running an agency, but the ultimate link of accountability, which is established by the legislation, is not broken.
