My Lords, stating the obvious yes, but this is the first time it has been stated during the proceedings on the Bill. I have been pushing away on all this for a considerable number of months now, aided and abetted sometimes by the noble Lord, Lord Kirkwood. It is quite clear that this subject will not go away over the next few years. On that basis, knowing that some thought is going on in the department on this subject, I beg leave to withdraw the amendment.
