I am grateful to my hon. Friend for drawing out the complications in dealing with the licensing authorities—within the remit of the Bill, we have only part of the picture. Returning to the principle and the comments on consent made by my hon. Friend the Member for Buckingham (John Bercow), does my hon. Friend the Member for Boston and Skegness (Mark Simmonds) agree that the lack of consent is obviated by retrospective satisfaction? Would he care to comment on whether consent could be given in such a manner?
