What I am saying is that we are trying to be clear about what should be regulated and when it falls within the remit of the HFEA. I defy the hon. Gentleman to tell me the principle whereby we could define his proposition in law. Amendment No. 3 would prohibit the hamster test that was clearly allowed under the 1990 Act.
