My Lords, I can be fairly brief. I congratulate the noble Lord on moving the amendment on behalf of his noble friend Lord Jones, whom we hope to see later—indeed, I am sure that he will be here. I thank the noble Lord for the letter that his noble friend sent on 2 May to all those who have been taking an interest in the Bill, setting out what the amendment would do.
