One of the reasons why there is great value in bringing private and voluntary sector people into the civil service, and in giving civil servants an opportunity to go out and come back in, is that the private and voluntary sectors tend to move much faster. They can be much more responsive to local conditions and situations and not so hidebound in their approach. Sometimes I feel that civil servants, as much as they might want to be helpful, can put roadblocks in the way of progress.
