My right hon. Friend is completely right. The police, like prosecutors, want to bring people to charge and to court as quickly as possible if they believe that there is a case to answer. The idea that it would somehow serve the police to maintain people in detention, when they were able to bring a charge, is fallacious. Also, it is a condition of the close work between the police and the Crown Prosecution Service during these investigations that a charge must be brought as soon as possible. My right hon. Friend also makes the important point that we have a decision to take in the House about whether to ignore the potential risk or act now. Later in my speech I shall explain how we do that.
