Amendment No. 2 ensures that Clause 3(3) flows as a grammatical proposition and that its meaning is clear. Amendments Nos. 41, 45, 46, 53, 56, 59, 61 and 62 relate to the exercise of delegated powers and to the commencement of provisions in the Bill in relation to Wales.
