Does the hon. Gentleman agree that one of the difficulties with Government plans is their failure to honour and deliver on previous promises? Promises made in the transport 10-year plan in 2000 were not met. In the 2002 spending review, the then Chancellor, now the Prime Minister, promised that"““55 strategic road schemes are now being progressed through the Targeted Programme of Improvements, and around 100 more will be added as the programme of multimodal studies moves towards completion over the next two years””." That was a tremendous soundbite, but the Department for Transport's annual report in 2006 stated that only 36 strategic road schemes had been completed since 2001, which is a failure.
