My Lords, the amendment was essentially a probing one to establish whether the Government had any concerns about how the committee would carry out its functions. My noble friend said that it is unlikely that the committee would delegate a core function. The question is whether that is sufficient to ensure that it never happens. I wonder whether my noble friend would consider further tinkering with the wording prior to Third Reading. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
