I know that the hon. Gentleman cares deeply about the issue, but does it not remain the case, as my right hon. Friend the Member for Hitchin and Harpenden (Mr. Lilley) said, that what matters is the interpretation that will be placed on those words? Did not the European Scrutiny Committee judge in the conclusions of its report, after the Government had tried and failed to get the changes, that"““The statement 'National parliaments contribute to the effective functioning of the European Union' is one from which an obligation can readily be inferred””?"
