Treaty of Lisbon (No. 7)

I should like to make a little progress, but then I am sure that I will not want to miss out on an intervention from the hon. Gentleman. For too long, power in the EU has been concentrated among those who are appointed, not elected. The structures of the EU have often proved cumbersome to say the least, at times even making this House look modern and streamlined by comparison, which is no easy task. I therefore welcome the opportunity to discuss the Lisbon treaty's proposed changes to the institutions of the EU.
