Treaty of Lisbon (No. 7)

It is absolutely clear that in the vast majority of cases—I will happily put what is available on the public record into the public domain—the UK is effective in achieving a blocking minority where we seek to do so, and that will be protected even further under the new arrangements that will be put in place by 2017 and the double majority voting changes.
