My hon. Friend makes a good point, which I hope he will develop if he catches your eye, Mr. Deputy Speaker. From 2004 to 2006, Germany increased its overseas development assistance by a mere 2 per cent. In order to live up to its promises it needs, by contrast, to increase its aid by $869 million per year each year from 2007 to 2010. Italy, whose overseas development assistance fell by 30 per cent. from 2004 to 2006, now needs to give an additional $1.2 billion each year until 2010 if it is to maintain its side of the deal. France needs an additional $1.5 billion for the same period. Those countries, and others, are showing little or no sign of fulfilling the promises that they made to the developing world.
