Before my hon. Friend does so, does he agree that it is curious that, listening to the Secretary of State, one would think that this was a treaty of perfection? Over the days in which we have debated the Lisbon treaty, the Government have sought to pray in aid the support of a number of non-governmental organisations. Has my hon. Friend seen early-day motions 990, 1011 and 1012, which express the concerns of Oxfam, Save the Children and Action Aid, and use the words, ““concern””, ““caveats””, ““omission”” and ““reservations””? The Secretary of State did not make reference to any of that: it was as if NGOs' concerns simply did not exist.
