My Lords, that is precisely the problem in this Bill. We will come to my amendments some time next week. This brings us to what happens in conditions of drift. Ministers explain to Parliament why they are not prepared to implement a recommendation or follow the advice of the committee. At that point the debate may well stop and that is where the problem of drift arises.
