Is it my hon. Friend's impression, as it is mine, that the same bureaucratic forces deep in Whitehall are against the Bill who were originally against the Gangmasters (Licensing) Bill? Does he agree that what is required is for Ministers to put down their collective foot and ensure that fairness is provided to agency workers?
