Regulatory Enforcement and Sanctions Bill [HL]

I am grateful to the Minister. I will need to go away and think about his point about a clearer definition of the independent person and who that is. Also, I do not necessarily accept the point about two appeals. We feel that it is important that the appeals should be capable of being lodged before there is a determination of guilt.
