The hon. Gentleman is absolutely right. The question that the House must seriously address is whether we need to pool new aspects of our sovereignty—to use the less controversial phrase of some of my hon. Friends—to achieve those objectives. I believe that existing powers are sufficient to deal with them, and we should be content to rely on them, rather than seeking new ones.
