Is the right hon. Lady saying that European Union countries should not, as individual national Governments and countries, enter into bilateral agreements with Russia? If she is, I should say that that would be an extremely dangerous precedent, which could be introduced in many other areas of our economy and would undoubtedly lead to a federal state of the European Union.
