Treaty of Lisbon (No. 2)

I find this debate very difficult. The Government are finding it difficult to explain what additional powers are given by this treaty, and with great respect, my hon. Friend is finding it very difficult to establish what is wrong with either the existing powers, or the powers as re-worded. He gives a list of things that might happen. Is he not aware that article 194—I am using the consolidated treaty—spells out that"““Such measures shall not affect a Member State's right to determine the conditions for exploiting its energy resources, its choice between different energy sources and the general structure of its energy supply””?" How on earth is that giving powers to Europe to veto the Severn barrage or to determine what sources of energy we use? It explicitly says that that is not the case.
