I am grateful for the explanation. I apologise for my suggestion that the provision was not in the draft Bill; I have not lived with this Bill in the way that other noble Lords and organisations have. I should not call them outside organisations, because they are at the centre of this matter. I feel just as defensive of lawyers as both Ministers on the Government Front Bench do.
