Climate Change Bill [HL]

I thank the Minister for his response. He is saying that there will be primary legislation following the report of Sir Michael Pitt. I read the interim report a couple of weeks ago again, and the issue of co-ordination came out to me from it. We all saw it on our televisions at the time. Can the Minister give an indication of when the legislation is likely to be introduced? I am aware of only the external water issues of the UK. The Marine Bill has taken years longer than we expected. Given Defra’s responsibilities at the minute and its receding budget and resources, can the Minister give me confidence that it will be delivered within a reasonable timescale?
