moved Amendment No. 8: 8: Clause 3, page 2, line 5, after ““county”” insert ““, unitary authority”” The noble Lord said: This small amendment is almost certainly not necessary. However, in my part of the country we are locally governed not by a county council or a district council but by a unitary authority. Unitary authorities are not listed in the Bill. They are not county councils or district councils. Presumably, all this apparatus is intended to apply to them. How does it apply? I beg to move.
