May I give the Foreign Secretary a quotation that he may recognise? It comes from the architect of the European Union constitution, Giscard d'Estaing, who said:"““I have compared the new Treaty with the Constitution on the 'nine essential points'. To tell the truth, to my great satisfaction, these nine points reappear word for word in the new Treaty. Not a comma has changed.””"
Was d'Estaing telling lies when he said that?
