My Lords, the noble Baroness says that the Bill extends only to England and Wales—which is specified in the ““Short title and extent”” clause. However, Clause 2(2)(e) states that one of the conditions should be that, "““the recipient is ordinarily resident in England, Wales, Scotland or Northern Ireland””."
Is there not some discrepancy there?
