I thank the Minister for that response. I emphasise that I was not suggesting for a moment that sub-committees were almost de rigueur. It is necessary and highly specialised work that they will be undertaking. My concern was they that it should not use the structure of sub-committees to bypass its fundamental responsibility for the work of its sub-committees. Indeed, material presented to the Secretary of State or Parliament should come with the full authority of the Committee on Climate Change. Nothing specifically suggests that in this wording, so I would be grateful if the Minister could take note of what has been said in this brief debate. I hope there might be a form of words that could make that element clear so that we can be reassured on this matter.
