moved Amendment No. 82: 82: Clause 14, page 7, line 36, after first ““of”” insert ““domestic”” The noble Baroness said: My two amendments are concerned to discover the Government’s intention for the final statement. Noble Lords will remember our being very concerned during the first few days of Committee that international credits might disguise a failure on the part of the UK to reduce its carbon emissions at all or only minimally, and that we might end up buying many international credits to fulfil our targets. The amendment would therefore have the final statement make clear just how much of the target will have been achieved through domestic reductions and how much will have been achieved through international reductions. It is important that the final statement for each budgetary period makes that plain. The Minister has already promised in principle to look at international emissions, for which we are very grateful, but there is still some work to be done on the information that is to be offered to the public in each budgetary period. What has been achieved in the UK and what has been achieved externally to the UK, but which counts towards its emissions, must be made absolutely plain. I beg to move.
