I should like to make a narrow but significant point. I was very much taken aback when the noble Baroness, Lady Walmsley, mentioned that the coming into force of Clause 4 would automatically foreclose the piloting system. That is true in one sense and not true in another. Clause 6 says: "““The piloting period— (a) begins on the day on which section 1(1) comes into force; and (b) ends on the earlier of— (i) the day on which section 4 comes into force; or (ii) the end of the period of five years beginning with the day on which this Act is passed””."
There are two limbs to it.
