Christmas Adjournment

My hon. Friend is making a strong and spirited case for the Open university. He mentions the early-day motion that he wisely tabled, which has been signed by hon. Members from all parties—this is not a partisan issue. It criticises the Government's decision to stop funding for second degrees and subsequent qualifications. Is that evidence of the fact either that the Government have either misdirected their policy or that it is incoherent, given that they say that they want to broaden access, and to upskill and reskill in the way that he describes?
