I presume from the intervention of the noble Lord, Lord Puttnam, that the debate that took place in the Joint Committee—I do not know as I was not on it—was about the words, "““setting of five-year targets and budgets””," and not about the words, "““develop policies and take measures””." I see no difficulty with the words, "““develop policies and take measures””," but I do see some difficulty with the words, "““setting of five-year targets and budgets””." What is the position then if they have to be amended in some way? The words, "““setting of five-year targets and budgets””" are locked into the Bill. Perhaps if my noble friend is minded to accept this amendment or consider it for Report he might have in mind my comments on the setting of five-year targets and budgets and the problems that might arise.
