If the hon. Gentleman wants his call for higher emission reductions to have credibility, why are Liberal Democrat councillors around the country campaigning against the very policies that would secure those reductions? Specifically, why are they in the forefront of campaigns against congestions charging in Greater Manchester, and why are they campaigning against wind farms on the edge of my constituency?
