I agree with a great deal of what the right hon. Gentleman has said, but was he not a member of the Government who did away with the training board and the levy, which was imposed on industries that provided the apprenticeships that my right hon. Friend the Member for Sheffield, Central (Mr. Caborn) and others took up? His Government replaced that arrangement with the complete nonsense called the TECS—all they produced was hairdressers.
