I am reluctant to interrupt the right hon. Gentleman's mellifluous flow, but may I assure him that what we said in our election statements in 2005 was not that there would be a referendum if there was ““something like”” a constitution but if there was a constitutional treaty? What we face is a reform treaty—it is not a new constitution. I rest my case.
