Governance of Britain

The Lord Chancellor makes a great deal of democracy. Does he agree that given the reform treaty—[Interruption.] Oh yes, indeed. Given the reform treaty or any other that creates substantial constitutional change, does the Lord Chancellor agree that another convention should be applied? Not only should such a treaty go through Parliament—where, of course, it will be rammed through by the Whips—but it should also be subject to a referendum of the people as a whole, for we hold our position on trust from them.
