I am grateful to my hon. Friend for that. As I pointed out earlier, the director of the institute said that he is funded to run a Ford Cortina, when in fact, he is trying to run a Rolls-Royce service. That entirely sums up and fits with what my hon. Friend has just said. So far, I have addressed the causes of this outbreak; let me turn now to the handling of it. The initial decisions were right, but there have been a number of problems in the detail. There was a desperate lack of communication. Farmers near the initial outbreak were wondering what was happening for days and days before they were contacted.
