Order. The hon. and learned Gentleman has raised the kind of issue that will be best dealt with in the winding-up speeches, when there will be time for clarification. I am sure that he is aware of the time pressure in this debate. It would be appropriate for the Minister to deal with the issue in the wind-up. ... Order.
