Yes, it answers the question, but it makes me think that it is fairly difficult for legislation to talk about ““kinds of action”” that will be dealt with in regulations. It seems symptomatic of a culture where you cannot do anything unless an Act of Parliament permits it. I suppose that this reflects my feelings on giving discretion to local standards committees and so on. Perhaps it is just a pity that we are in a state of affairs where we have to have such complicated legislation. I am grateful for the explanation, which I think I followed.
