Local Government and Public Involvement in Health Bill

My concern with this group of amendments is concentrated on the same issues as those raised by my noble friend. I do not want to say any more than she has said, other than to refer to new Section 57D(7), which is the power to suspend the standards committee’s functions. It states: "““The Standards Board for England may issue guidance in connection with—""(a) this section or any regulations under this section, or""(b) any direction under this section””." To whom is the board to give guidance? This concerns actions by the Standards Board for England and it says that it may issue guidance in connection with those actions. It seems rather odd. If rules are to be laid down on how that is to work, I think it should be done through regulations because they would then apply to the Standards Board for England and to everyone else involved. The guidance seems to be made by the Standards Board for England for itself, unless I have read it wrongly.
