My Lords, that person at the moment can acquire a full basic state pension through the contributory system, as we have previously discussed. There is no difference; there is full eligibility now for them.

I have checked with the Electoral Commission, academic researchers and the society of electoral registration officers, and their best estimate is that 97 per cent to 98 per cent of those between 45 and 65 are on the electoral roll.
