My Lords, I hope the Minister will not object too strongly if I completely disagree with his last point. If he agrees with the content of the amendment—which, in terms, he has—how can he then argue that it would be completely inappropriate to pass the amendment? The only argument with which I have some sympathy is that the point is so blindingly obvious that the amendment should not be necessary. On that basis, I beg leave to withdraw the amendment.
